In order to implement the voter approved, citizen initiated  Zoning Code for a portion of The Plains, the Athens Township Trustees recruited volunteers to serve on a Zoning Commission. The Commission has completed their initial task of recommending to the Athens Township Trustees a zoning code and map that have been approved by a vote of the citizens in a portion of Athens Township known as The Plains. The Trustees are now asking for volunteers to fill one full time and two alternate positions on the Commission. The Commission considers amendments to the effective text and/or map by requests of citizens, the Trustees, or their own initiative. The Commission meets on the third Tuesday of each month at the Athens County Public Library Plains Branch, 14 S. Plains Road. Anyone who resides in ANY part of Athens Township may be a Commission member.

In addition, there is need for 2 full members for the Board of Zoning Appeals. Board members must be a resident in the area included in the zoning district.

The Board hears appeals for variances, conditional uses, and when questions arise concerning the administrative application of the zoning code.

HOPEWELL HEALTH CENTER SUBMITS UPDATED SITE DEVELOPMENT PLAN

Hopewell Health Centers, Inc. has recently submitted a revised site plan with enhanced landscaping features for the Hopewell Health Appalachian Family Life Center on S. Clinton Street, The Plains, OH.. Plans were originally reviewed about 2 years ago at public hearings of both the Athens Township Zoning Commission and the Athens Township Trustees related to a request to re-zone the property to allow for non-residential use. At a development cost of about $8MM-$11MM the 35,000 square feet structure will house services already being provided at several Hopewell locations around Athens, including child and adolescent behavioral health, early childhood and WIC.

THE PLAINS COMMUNITY PARK RESERVATION CALENDAR

The Athens Township Trustees have entered into agreement with The Plains Lions Club to take reservations for use of the interior of the main building at The Plains Community Park. All other areas of the park are on a “first come – first served” basis and subject to the park rules and regulations as adopted by resolution of the Athens Township Trustees.

Athens Township Road 58/Hooper Road is again open. The Athens County Engineer installed a box culvert replacing an old one lane bridge. Access is now restored to Valleyview Estates Subdivision, Pine Grove Heights Subdivision,  Richland Area Fire Department, Station 1 and residences on Hooper Road from the installation east to S. Blackburn Road.

This was a joint project with Athens Township and the Athens County Engineer with the cost of design and installation to the County and the purchase cost of the box to the Township using road levy and ARPA funds distributed to Ohio.

The Athens Township Board of Trustees is offering for sale to the public a 2003 Ford F-150 4WD pickup truck, part of the fleet of vehicles of The Plains Volunteer Fire Department. The reserve bid price is one thousand dollars ($1,000.00)

The mileage is 134,820 and the vehicle has recently been serviced, including a new battery because of a known problem maintaining a charge. All emergency lights, sirens and other fire appurtenances will be removed. After sale buyer must remove all body applications identifying the name or any representation of The Plains Volunteer Fire Department. The Plains Community Park located on Connett Road, including all land, buildings and facilities, is owned by the citizens and residents of Athens Township. The Athens Township Trustees are charged by statute to preserve and maintain township assets, including recreational facilities. To that end an agreement has been reached between Athens Township and The Plains Lions Club to schedule use of the park main building, lacking a township park board/commission otherwise permitted by state statute. This arrangement minimizes expenses from the Township budget and creates a program for use of public assets at a more efficient level.

The closure is approximately 35 feet north of the Echo Lane intersection with Hooper Road and will effect all residents south of the bridge, including residents of Valleyview Estates Subdivision, Pine Grove Heights Subdivision and the Richland Area Fire Department, Station 1.

 ATHENS TOWNSHIP ZONING COMMISSION AND BOARD OF ZONING APPEALS MEMBERS NEEDED!!!

In order to implement the voter approved, citizen initiated  Zoning Code for a portion of The Plains, the Athens Township Trustees recruited volunteers to serve on a Zoning Commission. The Commission has completed their initial task of recommending to the Athens Township Trustees a zoning code and map that have been approved by a vote of the citizens in a portion of Athens Township known as The Plains. The Trustees are now asking for volunteers to fill 2 alternate positions on the Commission. The Commission considers amendments to the effective text and/or map by requests of citizens, the Trustees, or their own initiative. The Commission meets on the second Wednesday of each month at the Athens County Public Library Plains Branch, 14 S. Plains Road. Anyone who resides in ANY part of Athens Township may be a Commission member.

In addition, there is need for 1 full member and 1 alternate member of the Board of Zoning Appeals. Board members must be a resident in the area included in the zoning district. The Board hears appeals for variances, conditional uses, and when questions arise concerning the administrative application of the zoning code.

ELM STREET PROJECT COMPLETED

The Ohio Department of Transportation and contractor Axis Civil Construction have completed the Elm Street improvement project to provide safe and efficient access to Athens High School for pedestrians, cyclists, and vehicles.

The project started as an ODOT Transportation Alternative Program (TAP) grant application in 2018. 

The majority of the funding ($551,897) was through the TAP program with Athens Township picking up the remainder ($238,528). The picture above shows the bike lane on the right side, a 5′ wide, ADA compliant sidewalk and crosswalks on the left side, new street pavement and striping as well as new curb and gutter drainage and energy efficient LED street lighting.

In order to implement the voter approved, citizen initiated  Zoning Code for a portion of The Plains, the Athens Township Trustees recruited volunteers to serve on a Zoning Commission. The Commission has completed their initial task of recommending to the Athens Township Trustees a zoning code and map that have been approved by a vote of the citizens in a portion of Athens Township known as The Plains. The Trustees are now asking for volunteers to fill 2 alternate positions on the Commission. The Commission considers amendments to the effective text and/or map by requests of citizens, the Trustees, or their own initiative. The Commission meets on the third Tuesday of each month at the Athens County Public Library Plains Branch, 14 S. Plains Road. Anyone who resides in ANY part of Athens Township may be a Commission member.

In addition, there is need for 1 full member and 1 alternate member of the Board of Zoning Appeals. Board members must be a resident in the area included in the zoning district. The Board hears appeals for variances, conditional uses, and when questions arise concerning the administrative application of the zoning code.

7TH ANNUAL ATHENS AREA STAND DOWN SATURDAY, OCTOBER 7, 2022 10:00 AM – 2:00 PM

This free event provides items to homeless and near homeless veterans and community members to help get them through the winter months. The event is 10 am to 2 pm at the Athens County Fairgrounds, 286 W Union St, Athens, OH.
Veterans will be allowed in first from 10 am to noon. Then the general public and veterans will be let in from noon until 2 pm. Due to COVID-19 the event will be held drive thru style. Vehicles will start in the field where fair goers typically park. Then they will be guided through a dedicated route where pre-made bags of items will be handed out along the way.
If you have had COVID-19 the previous 14 days, or exhibiting symptoms of COVID-19 you should not attend the event for the safety of our volunteers. Masks are required.

LEMASTER ROAD PROJECT COMPLETE

Athens and Dover Townships partnered to repave Lemaster Road from Poston Road (County Road 110) to Connett Road (Township Road 256) in order to provide additional safe access from the US 33/SR 682 interchange to the new Plains Intermediate School. The road portion from Poston Road south is in Dover Township and the portion from Connett Road north is in Athens Township.

Because the Intermediate School serves the entire school district most of the students will be bused in or dropped off by private vehicles. Lemaster Road provides an alternative to accessing the school from SR 682 via Connett Road.

ELM STREET “COMPLETE STREETS” PROJECT NEAR COMPLETION

The Ohio Department of Transportation and contractor Axis Civil Construction have almost completed the Elm Street improvement project to provide safe and efficient access to Athens High School for pedestrians, cyclists, and vehicles.

The project started as an ODOT Transportation Alternative Program (TAP) grant application in 2018. 

The majority of the funding ($551,897) was through the TAP program with Athens Township picking up the remainder ($238,528). The picture above shows the bike lane on the right side, a 5′ wide, ADA compliant sidewalk on the left side, new street pavement and striping as well as new curb and gutter drainage. Yet to be installed along the sidewalk is energy efficient LED, cut-off fixture street lighting.

The Athens Township Zoning Code was approved by the majority of voters in the proposed area to be zoned at the general election of November 3, 2020 and certified by the Athens County Board of Elections on November 15, 2020. The original code was amended on February 20, 2022 upon recommendation to the Trustees by the Athens Township Zoning Commission. A portion of  the amended/effective code identifies when trash cans can be set at curbside for pick-up and when the cans/containers need to be brought back from the street edge to the edge of the building on the premises.

Basically fences are permitted on a parcel or premises no more than four (4) feet tall and of an open type construction between the front property line and the front of the structure on the lot AND up to six (6) feet tall and solid from the front of the building to the rear property line.

ODOT AWARDS CONTRACT FOR ATHENS TOWNSHIP ELM STREET PROJECT IMPROVEMENTS

On May 16, 2018, Athens Township applied for funding for improvements to Elm Street through an Ohio Department of Transportation (ODOT) grant program called the Transportation Alternatives Program (TAP). TAP provides funding for projects defined as transportation alternatives, including on and off road pedestrian and bicycle facilities, infrastructure projects for improving non-driver access to public transportation and enhanced mobility, community improvement activities, and environmental mitigation; recreational trail program projects; and safe routes to school projects. On August 23, 2018, ODOT approved the Athens Township TAP application in an amount of $551,897.00 for construction in 2022.

ATHENS-HOCKING SOLID WASTE DISTRICT ANNOUNCES ATHENS COUNTY RECYCLING DAY

The Athens-Hocking Solid Waste District will hold a recycling event on Saturday, May 14, 2022 at the Athens County Fairgrounds, 286 W. Union Street, Athens, from 9:00 am to 1:00 pm. Here is a list of items that may be accepted, some at a small fee, others at no charge. AHSWD holds recycling events in Athens and Hocking Counties and also conducts a hazardous waste collect day once a year at Hocking College.

ATHENS TOWNSHIP TRUSTEES APPROVE HOPEWELL HEALTH CENTERS REZONING REQUEST

On February 1, 2022 the Athens Township Board of Trustees held a public hearing with recommendations from the Athens Township Zoning Commission and Athens County Regional Planning Commission concerning an application filed with the Athens Township Zoning Commission by Hopewell Health Centers, Inc., owner and applicant for property identified as Athens County Auditor’s Parcel #’s A04-02405073-00 and part of A04-02405074-00. Owner/Applicant requests said parcels to be rezoned from OS, Open Space to B-1, Neighborhood Business. At the regular meeting of the Trustees held on February 8, 2022, the Board concurred with the recommendation of both Commissions and approved the rezoning. Lacking a referendum petition filed in accordance with Ohio Revised Code Section 519.12 (H) by at least 8% of the electors voting in the last Ohio gubernatorial election in 2018 the rezoning will take effect on March 10, 2022.

 ATHENS TOWNSHIP ZONING COMMISSION AND BOARD OF ZONING APPEALS MEMBERS NEEDED!!!

In order to implement the voter approved, citizen initiated  Zoning Code for a portion of The Plains, the Athens Township Trustees recruited volunteers to serve on a Zoning Commission. The Commission has completed their initial task of recommending to the Athens Township Trustees a zoning code and map that have been approved by a vote of the citizens in a portion of Athens Township known as The Plains. The Trustees are now asking for volunteers to fill 2 alternate positions on the Commission. The Commission considers amendments to the effective text and/or map by requests of citizens, the Trustees, or their own initiative. The Commission meets on the second Wednesday of each month at the Athens County Public Library Plains Branch, 14 S. Plains Road. Anyone who resides in ANY part of Athens Township may be a Commission member.

In addition, there is need for 1 full member and 1 alternate member of the Board of Zoning Appeals. Board members must be a resident in the area included in the zoning district. The Board hears appeals for variances, conditional uses, and when questions arise concerning the administrative application of the zoning code.

On Thursday, January 20, 2022 the Athens Township Trustees approved a modified recommendation of the Athens Township Zoning Commission to amend the text of the Athens Township Zoning Code.

Ohio Revised Code §519.12 (E) (3) states that the amended zoning code shall become effective on February 20, 2022 unless by that date there is presented to the Athens Township Board of Trustees a petition, signed by a number of registered electors residing in the unincorporated area of the township or part of that unincorporated area included in the zoning plan equal to not less than eight per cent (8%) of the total vote cast for all candidates for governor in that area at the most recent general election at which a governor was elected, requesting the Athens Township Board of Trustees to submit the amendment to the electors of that area for approval or rejection at a special election to be held on the day of the next primary or general election that occurs at least ninety (90) days after the petition is filed.

As a result of a special meeting of the Athens Township Zoning Commission held on January 5, 2022 and subsequent to a required public hearing held on December 8, 2021, the Commission has recommended to the Athens Township Trustees that the request by Hopewell Health Centers, Inc., owner and applicant for property identified as Athens County Auditor’s Parcel #’s A04-02405073-00 and part of A04-02405074-00 be rezoned from OS, Open Space to B-1, Neighborhood Business be approved.

On January 4, 2022 Hopewell Health submitted a revised site plan that takes into consideration concerns of nearby residents of the original site plan regarding distancing and landscape buffering between the site and adjacent residential properties, increased rate of storm water run-off and storm water retention, parking lot light pollution and light trespass, increased traffic and traffic patterns, increased green/open space, and trash collection facilities.

The Athens Township Trustees will consider the recommendation at the next regular meeting on Tuesday, January 11, 2022 at the Athens Township Hall, 313 W. Union Street, Athens, Ohio and will set a date for another public hearing to be conducted no later than February 5, 2022. A decision to approve, deny, or modify the recommendation of the Zoning Commission will be made by the Trustees no later than twenty (20) days after the Trustee’s public hearing.

US 50 SANITARY SEWER PROJECT ROAD CLOSURE OF BALL DRIVE

In association with the Athens County USR 50 Sanitary Sewer project contractor Fields Excavating has announced starting at 7:00 AM, Wednesday, July 21, 2021 that Ball Drive (TR 1208) will be closed for sanitary sewer line installation until 7:00 PM and each day thereafter, weather permitting, until July 29, 2021 from 20 Ball Drive to 25 Ball Drive. The Athens Township Board of Zoning Appeals held a public hearing at The Plains Community Park on June 17, 2021 to review a request from the Athens School District for approval of a conditional use permit to alter, add to, and use an existing public school located at 90 Connett Road in an R-1, single-family residential zone where such review is under the original jurisdiction of the Board of Zoning Appeals. ODOT Moving Forward with U.S. 33/Johnson Road Project

Project aimed at improving safety

ATHENS COUNTY – The Ohio Department of Transportation (ODOT) is moving forward with a project aimed at improving safety at the intersection of U.S. 33 and Johnson Road in Athens County.

There were 26 crashes at the intersection between 2009 and 2018. The project aims to reduce the number of conflict points at the intersection, therefore reducing the risk of severe crashes.

The Johnson Road connection to U.S. 33 will be closed. The median at the intersection will be closed and the existing left turn lanes will be removed. The River Road connection will remain as a right in-right out. Traffic formerly using the intersection will use the SR 682 interchange and the SR 682 corridor through The Plains.

The project is scheduled to be sold to a contractor in July 2021. The estimated construction schedule is August-October 2021.

ATHENS TOWNSHIP TRUSTEES, ATHENS COUNTY ENGINEER, AND ATHENS COUNTY REGIONAL PLANNING COMMISSION OPPOSE OHIO DEPARTMENT OF TRANSPORTATION CLOSURE OF JOHNSON ROAD

On March 10, 2021, The Ohio Department of Transportation (ODOT) held a public meeting to discuss the proposed closure of the median at the US 33/Johnson Road/River Road at grade intersection. Public comment was taken until April 10, 2021.

On February 23, 2021, Athens County Engineer Jeff Maiden sent a letter to ODOT in agreement with the median closure but not the closure of Johnson Road (CR 7) until the impact of traffic diverted to the SR 682/US 33 interchange could be evaluated. Mr. Maiden’s remarks were based in part on a traffic study review conducted by Paul C. Goodhue, P.E, PTOE, Goodhue Consulting, Inc., President.

On April 1, 2021, the Athens County Regional Planning Commission submitted comments to ODOT in full agreement with Mr. Maiden’s suggestions and ODOT responded on April 7, 2021.
